Two fulfillment legs: the WMS leg (released → fulfilled via WMS outbound report) and the OMS direct leg (confirmed / allocated → fulfilled, standalone shipping that bypasses WMS). Short fulfill does not get its own state — the order stays fulfilled and is watermarked "Short".
